At their 39th session in August 2007, the CEDAW Committee reviewed the combined 4th and 5th reports of the Indonesian government. Their review was bolstered by additional information on the situation of women in Indonesia, provided to them in an Independent Report submitted by the CEDAW Working Group Initiative (CWGI).
CWGI is a network of 10 Indonesian NGOs, who formed the group in 2006 to prepare a shadow report for the CEDAW review. Their report, which examined the situation of Indonesian women from 1998-2007, coordinated data and information from over 50 organisations and individuals from around the country working on women’s rights issues. The report discusses concerns such as Indonesia’s alarmingly high maternal mortality rate, the difficulties experienced by women during natural disasters, the toll of conflict on women and their families (as experienced in Aceh and Papua), and the creeping rise of religious fundamentalism that is putting curbs on the rights of women in certain parts of Indonesia.
CWGI is made up of Aliansi Pelangi Antar Bangsa (APAB), Kalyanamitra, Koalisi Perempuan Indonesia untuk Keadilan dan Demokrasi (KPI), Lembaga Bantuan Hukum Asosiasi Perempuan Indonesia untuk Keadilan (LBH APIK), Mitra Perempuan (Women’s Crisis Centre), Rahima (Centre for Education and Information on Islam and Women’s Rights), Rumpun Gema Perempuan, Solidaritas Perempuan, Yayasan Kesehatan Perempuan, and Yayasan Jurnal Perempuan.
This is not the first NGO shadow report submitted to the CEDAW Committee – a small group led by the Legal Aid Foundation coordinated one in 1999. The 2007 Independent Report is considered more comprehensive compared to the 1999 effort because it involved participation by a wider and more varied number of NGOS, and analysis was validated through a national workshop therefore allowing for greater ownership of the consolidated report.

For some countries, more than one NGO shadow report may be submitted to the CEDAW Committee. These reports can be found on the International Women's Rights Action Watch - Asia Pacific (IWRAW-AP) website at http://www.iwraw-ap.org/resources/shadow_reports.htm. IWRAW-AP assists NGOs in channeling their Shadow Reports to the CEDAW Committee for consideration at Committee Sessions.
